Vietnam Embraces Net Zero Emissions

The 80/2024/ND-CP decree, which came into effect on July 3, 2024, outlines Vietnam's Direct Power Purchase Agreement (DPPA) policy. This policy seeks to encourage investment in renewable energy and decarbonise the country's economy to achieve net zero emissions by 2050. It is a big step towards putting renewable energy at the forefront of a competitive power market.


Vietnam as the solar powerhouse in Southeast Asia

Scope of (DPPA) via National Grid:

- Seller: Renewable energy power plant with a capacity of 10 MW or above

- Buyer: Large electricity consumers with a consumption rate of no lower than 200,000 kWh/month

- Voltage Level of Connectors: No lower than 22 kV

- Mini SCADA (Supervisory Control and  Data Acquisition): Required for monitoring and control

Scope of DPPA via Private Wire:

Seller:

    - No capacity limit for renewable energy generation companies (RE GENCOs) or power generation project employers.

    - Must possess licenses for planning, investment, construction, and power operation.

    - Authorised to sell electricity directly to consumers through private wires.

Buyer:

    - Must have a consumption rate of no lower than 200,000 kWh/month.

    - Required to prepare and submit a report along with a copy of the DPPA to the local Provincial People’s Committee and notify the local grid company in writing.

International Support and Recognition

The United States has applauded Vietnam’s approval of the DPPA decree highlighting it as a significant milestone in the renewable energy sector. The U.S Agency for International Development (USAID) has provided technical assistance to Vietnam’s Ministry of Industry and Trade since 2017 on the design, development and finalisation of DPPA.
